Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection and Quarantine (PPQ) in Edinburg, TX intends to award a sole source, five-year Indefinite Delivery Requirements Type Contract to the Small Business - ISCA Technologies, Inc. located in Riverside, CA. The company will provide Tuta Absoluta lures, individually packaged ( Estimated Quantity 3 to 5,000 yearly) and Tuta Absoluta lures, bulk packaged ( Estimated quantity 15-20,000 yearly). The total estimated dollar amount on this order for five years is $ 381,000.00 This procurement is being conducted in accordance with FAR 6.302-1 The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. To the government's knowledge; SPLAT Tuta is the first, and only EPA approved mating disruption product which specifically targets Tuta absoluta without any impact on other species such as natural predators and beneficial insects : SPLAT TutaTM Product label At this time; ISCA Technologies is the only company with an EPA approved label for the manufacturing of the Tuta absoluta pheromone component : ISCA Tuta MPTM Product label The sex pheromone for Tuta absoluta has been identified by researchers at Cornell University and has been found to be highly attractive to male moths. The making, using, selling, offering to sell, or importing of products based on the sex pheromone of the Tuta absoluta is protected by a United States Patent, which is exclusively licensed to ISCA Technologies and its distributors (See http://en.wikipedia.org/wiki/Tuta_absoluta ) This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. The North American Industry Classification System (NAICS) code for this acquisition is 325320, and the size standard is 500 employees.
