Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ seeks to identify potential sources for the manufacturing of a new Shipboard Mobile Electrical Power Plant (SMEPP). The government is requesting information on the availability of modified commercial-off the shelf (COTS) SMEPPs to be utilized on Navy CVN and L-Class Ships. The SMEPP shall be a four-wheel, self propelled vehicle powered by a diesel engine. The engine shall drive the electrical generator and propulsion system. The SMEPPs are used to supply AC and DC power for servicing, maintenance and starting of fixed wing and rotary wing aircraft. The SMEPP will serve as a replacement for the existing A/M37A-3 series MEPPs. The SMEPP is intended to support all naval shipboard aircraft and must meet the following criteria: (a) 90 KVA continuous 115/200 VAC, 400 Hz, 3-phase, 4 wire output; (b) 28 KW continuous at 28VDC and 72 KW continuous at 270 VDC power outputs; (c) Driven at maximum speeds of 15 mph over surfaces applicable to CVN and L-Class environments without damage; (d) Transportable by aircraft (internally), ship, truck or rail without being damaged; (e) Designed for extended operation in unsheltered locations exposed to the environment; (f) Utilize state of the art COTS technology, where applicable; (g) Fully operational control panel to monitor and control power output, engine and drive system; (h) Operate on a variety of diesel and aircraft fuels including bio-fuel; (i) All operating controls and instrumentation properly illuminated for night operation as well as bright sunlight; (j) Provide various safety controls for protection of operator and unit; (k) Meet Tier 3 EPA Emission Standards; (l) Meets or exceeds MIL-STD-704 Aircraft Electric Power Characteristics requirements, MIL-STD-461 and MIL-STD-464 requirements for the Control of Electromagnetic Interference (EMI/EMV) onboard ships. The government will host an Industry Day on May 16, 2012 at the NAVAL Fleet Readiness Center (FRC) Naval Air Station (NAS) Pensacola, Florida. The purpose is to familiarize potential procurement sources with the existing A/M37A-3 series Shipboard MEPP and its operating environment onboard CVN and L-Class ships. The Government will have an existing A/S37A-3 Shipboard MEPP unit available for inspection. A formal question and answer period will follow. At least ten (10) days prior to the Industry Day, companies interested in attending are requested to provide the following information to Ms. Gianna Gatto (email address: gianna.gatto@navy.mil) to access FRC NAS Pensacola: 1) Name(s) and title of personnel attending, and 2) Company Name. Please note a US Citizenship is mandatory to come aboard the Naval Air Station. Additionally, all personnel attending shall have a valid driver's license with a rental car agreement (if applicable). Interested companies are requested to provide information on their modified COTS item and past experience in building and testing shipboard support equipment against shipboard shock, vibration and EMI/EMV. Industry respondents to this RFI can provide oral viewgraph (Powerpoint) presentations and/or catalogs that present both technical and functional descriptions of their equipment. Oral viewgraph presentations may be "open" or "closed" door presentations. Please contact Ms. Gatto concerning your presentation. Technical manuals, supply support, training description/material, warranty, testing documentation, brochures, CDs and/or any other documentation that describes the capability to manufacture and support an effort of this type are desired. In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment has been developed. Provide customer point of contact, including a telephone number, e-mail address or web site, quantities sold along with dates sold, and a description of the ground power unit(s). This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute a request for proposal. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any comments provided may or may not be included in a formal solicitation. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. Each response must reference this notice.
