Description

EPA has a requirement to integrate its water quality data with other relevant data sources, including but not limited to USGS NWIS stream gage values, National Hydrography Dataset and the Canadian equivalent (NHN) stream network features, NOAA National Weather Service forecasts and snow levels in the US and Canada, GeoConnections-Natural Resources Canada and Environment Canada federal and provincial stream gage and water quality sources. Integration with the Canadian data is essential for efficiently measuring water quality and quantity within the Great Lakes Basin. Establishing a sole source contract with the Open Geospatial Consortium (OGC?) is in EPA?s best financial interest to meet these requirements. OGC is the only standard setting organization able to fulfill these requirements based on its organizational model, and because critical cross US and Canada water resource Agencies are already participating members.
