Description
Performance Work Statement (PWS) The Defense Media Activity (DMA) Contracting Office-Riverside CA, is seeking potential sources that are capable of providing a Commercial Off The Shelf (COTS) Shipboard Video Server System in support of DMA Afloat Media Services. The NAICS code for this requirement is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, and the small business size standard is 750 employees. Services to be provided for this effort are the following: Shipboard Information Training and Entertainment (SITE) systems provide for closed-circuit television (CCTV) program playback aboard U.S. Navy, Military Sealift Command, and U.S. Coast Guard ships. The program content includes command information and public service announcements, military and technical training, copyright protected commercial movies, and programming derived from the American Forces Radio and Television Service (AFRTS) satellite network. The present generation SITE systems use the standard 8-millimeter (mm) videotape format, which has reached the end of its supportable life-cycle. The Government has chosen encrypted digital versatile disc (NDVD) and hard disc drive (HDD) to replace the 8-mm videotape format as described in the attached Performance Work Statement (PWS). The purpose of this PWS is to define the government's requirements for the delivery of a COTS Video File Server System to play back encrypted motion picture content and non-encrypted programming material provided by the Navy. The PWS defines a Video File Server System that will be installed in SITE systems aboard U.S. Navy ships on an ongoing basis due to ship movements. Some components of this system will be used as stand-alone items to support SITE systems in very small ships and at land-based facilities in support of the Government's SITE-TV program. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less, following the format in the PWS, indicating the ability to perform all aspects of the effort described herein. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and your capabilities of performing this service. This is a sources sought notice. It is not a solicitation for offers. This notice is issued for market research purposes and does not constitute a Request for Proposal (RFP) or commitment to issue an RFP; however, the Government reserves the right to issue a solicitation based upon its needs and the result of this sources sought notice. It is anticipated that a Requirements type contract with a base plus 2 options years will be awarded should the Government decide to proceed with this procurement. An estimated quantity of 50 servers per year is anticipated, and vendors should be able to deliver the first server within 90 days after contract award. The Government will not reimburse participants for any expenses associated with the information provided in response to this sources sought notice. Acknowledgement of receipt will not be made.
