- The U.S. Department of Commerce, NOAA, intends to purchase 50 each of Printed Circuit Board, for Repair of the Vaisala Ice Free Wind Sensor Power Supply, NSN: NWS1-20-860-0001; ASN: 2A8MT3A1-PS1A1. Vaisala is the company that designed and built all of the Ice Free Wind Sensors, including all of its components. Vaisala is the only responsible source to perform this work. They retain the only source for this repair part and have the drawings for the end product. Vaisala also retains the engineers and technicians who designed the power supply, thus reducing the time to manufacture the item. This item is proprietary to Vaisala. Any other manufacturer's part would not work due to the uniqueness of the end item being replaced. The Government does not have the design rights of the manufacturer drawings for this part. Any attempt to reproduce this item from any other source other than Vaisala, would require that the Government re-qualify the part at considerable cost to the Government and any cost savings could not be recovered using open competition. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 5 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Vaisala, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This will be a one-time buy and must be procured as soon as possible, because Vaisala will no longer sell this item.
