- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price IDIQ contract to upgrade A/F 37T-21A Aircraft Engine Component Test Stands (AECTS), P/N: 101994-IE365 and computer expansion chassis TL-RACK420_AND-300W-POWER-CHASSIS, to replace obsolete and unsupportable computer hardware/software and data acquisition components as well as increasing reliability and maintainability of the affected systems, on a sole source basis with Testek Inc, Wixim, MI. The contractor shall develop and if approved, produce, deliver and provide logistics support for the retrofit kits for the AECTS upgrade. The Government plans to procure up to a maximum amount of 62 retrofit kits over the life of the contract. The government intends to procure the development of the ECP, along with one upgrade, testing and logistics support as the basic quantity. Testek Inc. is the Original Engineering Manufacturer (OEM) of the AECTS and owns the technical data. The government does not possess the required technical data to effectively solicit this requirement by full and open competition As the OEM, Testek Inc. is the only known source with the knowledge and capability to fully integrate the upgrade into the AECTS without a disruption in schedule or degradation of performance. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
