Description
The Bureau of Reclamation has a requirement for blasting, cleaning, preparing and recoating eleven Drum Gates and pier plates at Grand Coulee Dam, Okanogan County, Washington via a requirements contract. The Government intends to post a formal solicitation for the Drum Gates project approximately July 1, 2012, under NAICS code 237990 and anticipates a Total Small Business Set-Aside. The small business size standard for this NAICS code is $33.5 million. The work is located at Grand Coulee Dam, approximately 90 miles of Spokane, Washington, in Okanogan County. Interested parties should submit the following information: business name, address, point of contact, phone number, email address, size classification based on NAICS size standard, socioeconomic classification; experience performing work similar in type and scope to the work in this announcement performed within the last five years (evidence of experience shall include contract number, project title, dollar amounts, points of contact, telephone number and email address). Provide the above information by email to signatchik@usbr.gov no later than 4:00 p.m. (MT) on May 7, 2012. The principal components of the work include the handling and complete containment and approved disposing of paint and blast media that may or may not contain heavy metals. Cleaning, preparing approved surface profiles and using approved coatings on corroded interior areas and all of exterior areas of eleven 135 feet by 28 feet Drum Gates and pier plates. This work will include removing and replacing foam flotation blocks, and replacing protective coating work. The schedule may require two to three gates to be worked on per year. The drum gates are shown in the attached photographs. The construction window is March to June of each year for a total not to exceed 5 years beginning 2013. Due to site conditions, a site visit is being scheduled prior to issuance of the solicitation package. This site visit will be held on April 23, 2012, at 8:00 am local time. Meet at the east end of the dam at the tour facility. This is a tentative date and could be changed to April 24th, 25th or 26th if very windy conditions are encountered on the 23rd and/or maintenance schedules need to be changed. Please note that all interested parties will need to be flexible, up to, and, during the site visit, which can possibly take two days at the site to get in the interior drumgate, top of the drumgate inspection, inspection in the chamber and under the drumgate. Anyone interested in attending must phone ahead of time to confirm the site visit date and register, and be vetted for security considerations (see below for Security Requirements for Site Visit). Call to confirm and register no later than April 20, 2012, by 9:00 a.m. Pacific time. The contact person to confirm date and register is Jan Schrader, Civil Engineer. The Government will try to accommodate all those who contact us within the time frame stated above. At this time there are a number of slots available to attend the site visit. All contractors are required to bring their own harnesses, hard hats and other protective clothing. The work access meets the definition of a confined space.
