- SYNOPSIS: The Department of Veterans Affairs - Program Contracting Activity Central (VA-PCAC) intends to award a Sole Source contract to the following contractor for Guiding Principles Existing Building Certification at approximately 100 VA Medical Centers nationwide. Green Building Initiative (GBI) 2104 SE Morrison Street Portland, OR 97214 BACKGROUND: Executive Order 13514 section 2(g)(iii) states that at least 15 percent of an agency's existing buildings must meet the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings (Guiding Principles) by fiscal year 2015, and that agencies must make annual progress toward 100-percent conformance. To meet this mandate, the Department of Veterans Affairs (VA) is interested in evaluating and improving the performance of all existing VA facilities. VA would like to identify and implement improvements that are intended to: 1) better integrate design, operations, and management, 2) optimize energy performance, 3) protect and conserve water, 4) enhance indoor environmental quality, and 5) reduce waste and the environmental impact of materials. The certification and assessment must be provided by an American National Standards Institute (ANSI) Accredited Standards Developer. Existing building certification specific to only the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings and meeting all regulatory requirements has been determined to be available only from GBI. This notice of intent is not a request for competitive proposals. However, the VA-PCAC shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bona-fide capability to fulfill the specific requirement. A solicitation is not available. Responses to this notification are to be emailed to Justin C. Wilson, Contract Specialist at justin.wilson3@va.gov no later than Wednesday, April 25th 2012 at 3:00pm EDT.
