Description
Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The Federal Aviation Administration (FAA), Product Services Division, AML-4000, proposes to acquire by single source acquisition, Contractor Depot Logistics Support (CDLS) for the Air Route Traffic Control Center (ARTCC) Critical and Essential Power Systems (ACEPS), National Exide/IPM Uninterruptible Power Systems (NEIUPS), the Dual Redundant Power Distribution System (DRPDS), and the Critical Redundant Power Distribution System (CRPDS). This requirement also includes full maintenance and engineering support services for the older Exide and International Power Machine (IPM) UPSs of the National Exide/IPM Interruptible Power Systems (NEIUPS). The FAA intends to solicit and negotiate only with Eaton Corporation/CDLS, 8609 Six Forks Road, Raleigh, North Carolina, on a single source basis. The contract will accommodate the requirement with a 1-year base and include four 1-year contract options periods, to be exercised at the discretion of the FAA. This procurement is considered to be single-source based on the conclusion, after market analysis, that Eaton is the only company with the knowledge and technical information needed to maintain and repair the current systems, as they are the only source of current proprietary documentation, engineering specifications, drawings to manufactured equipment and components including the software code required to maintain these systems in accordance with the FAA's requirement. Eaton is the only vendor capable of providing changes, modifications, and upgrades to the ACEPS with minimal impact on equipment and schedules. This is a follow-on contract to contract number DTFAAC-08-D-00003. This announcement is for informational purposes only, not a Solicitation/Request for Proposal.
