- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Overwatch Textron Systems., P.O. Box 5012, Missoula, MT 59806 for ArcGIS feature Analyst and ArcGIS LIDAR Analyst and the upgrading of existing node locked licenses to floating dongles. Overwatch Textron Systems is the only distributor and licensing authority for ArcGIS Feature Analysts and ArcGis LIDAR Analysts software. The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 11:00 AM CST, Wed April 18, 2012.
