Description
This is a sources sought notice to determine the availability of potential sources having the skills and capability necessary to perform and provide preventive maintenance and emergency repairs on the complete Emergency Power Supply System (EPSS). This is not a solicitation announcement. Questions should be submitted by email to carlos.jaquez@va.gov. Provide only the requested information below. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub-zone, 8(a), small, small disadvantage, woman-owned small business, or large business) relative to NAICS 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance (size standard $7.0 Million). Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. A Firm-Fixed Price Contract is anticipated. The period of performance is anticipated to be June 1, 2012 through September 30, 2012, with four (4) one-year options. Complete Emergency Power Supply System (EPSS) Preventive Maintenance / Emergency Repairs & Service for the following Equipment: 2-eaMagnum Max DVR Synchronous AC Generator (Mdl 572RSL4031W) 7-eaAutomatic Transfer Switches (ASCO 940 and 300 Series, Meltron MTS100Z) 1-eaSwitchgear Control Panel (AV Line Switchboard) 2-eaTramont Diesel Day Tanks (50-gallon) 1-eaDiesel Underground Storage Tank (5000-Gallon) 1-eaVeeder Root Tank Monitoring System (TLS300) Annual Services include but not limited to the following: Major inspection: To be performed during the first Quarter of the fiscal year and shall include an annual full load test using Auxiliary resistive load bank. Note: this facility has chosen to exceed the EC requirements and require the contractor to exercise the generators for continuous thirty (30) minute intervals as described below: 25% of the nameplate rating for thirty (30) minutes 50% of the nameplate rating for thirty (30) minutes 75% of the nameplate rating for sixty (60) minutes for a total of two (2) continuous hours. 1st, 2nd, 3rd, and 4th quarterly inspections for the above identified equipment shall include the following as well as those requirements set forth by the manufacturer and industry standards for this work: 1) Engine lubrications 2) Engine air cleaners 3) Governors 4) Engine cooling systems 5) Engine electrice systems 6) Engine fuel systems 7) Engine exhauset systems 8) AC generators instrumentations 9) Timing and relays 10) Connections 11) Safety circuits shutdowns 12) Alarm systems 13) Parallel system no load Contract also calls for the contractor to provide the following parts/supplies provided during all Major, Minor, and periodic inspections: 1) Engine crankcase oil 2) Engine oil filter 3) Air filters 4) Hoses (fuel, coolant, etc.) 5) Fuel filter elements 6) Battery cables 7) Antifreeze and corrosion inhibitors Emergency Repair Callback shall include the following: 1)24 hour service, 7 days a week and all federal and contractor holidays as needed. 2)24 hour on-site response time. 3)Service Reports at the conclusion of the repair / service. 4)Immediate notification of items beyond the scope of this contract. Other - a breakdown for expenses shall include but not be limited to: a)Labor rates b)Overtime rates c)Travel expenses (mileage flight etc.) d)Phone calls e)Emergency call services f)Emergency parts and components not covered by this contract Contractor shall ensure that all work performed under this contract is in compliance with all regulating entities that prevail for this type of equipment to include but not limited to the following: 1)National Fire Protection Association (NFPA). 2)National Electrical Code (NEC) 3)TJC (The Joint Commission on the Accreditation of Healthcare Organization) 4)Environment of Care (EC). 50% of the nameplate rating for thirty (30) minutes 75% of the nameplate rating for sixty (60) minutes For a total of two (2) continuous hours. Responses must be emailed to carlos.jaquez@va.gov no later than 5:00pm EST, April 20, 2012. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place "Attention: Emergency Power Supply System (EPSS)" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF CAPABILITY: Submit a brief description, (1) page or less, that shows your company can provide the required services. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private medical facility. Please specify your availability to start date. Please indicate your address. BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in CCR and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
