- Mass Notification Upgrade SOW We are offering a site visit at Westover Air Reserve Base for the Vision 21 Fire Alarm Reporting & Mass Notification Voice Systems Upgrade Wednesday April 25, 2012 10:00AM EST. Please arrive early to have your vehicle inspected. I will meet you outside the visitors center at 20 Patriot Avenue, Chicopee MA. You must let me know you will be attending no later than April 20, 2012 at 2PM EST. Please supply us your name and license number. daniel.george.6@us.af.mil This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is F5N3C2018AC02. The North American Industry Classification System (NAICS) Code is 334290,Vision 21 Fire Alarm Reporting & Mass Notification Voice Systems Upgrade with a corresponding small business size standard of not to exceed 750 employees. This acquisition is 100% set aside for small business concerns. The 439th Airlift Wing requires the upgrade to be a Vision 21 Fire Alarm Reporting & Mass Notification Voice Systems at Westover Air Reserve Base, Chicopee Massachusetts. The Contractor shall provide all personnel, equipment, materials, supervision, transportation, labor, and other items and services for installation and repair necessary to complete the work. See attached SOW. The Service Contract Act applies. All proposals will be considered. Any resultant award will be made to the lowest priced offeror providing a technically acceptable offer as outlined in the solicitation and Statement of Work. The Government anticipates a firm fixed price contract. The period of performance will run from approximately 21 May 2012 to 29 June 2012. It is incumbent upon the interested parties to review this site frequently for updates/amendments to any and all documents. Please see attached Statement of Work for details of requirements. The following Federal Acquisition Regulations (FAR) and its supplements (DFARS and AFFARS) provisions and clauses apply to this acquisition; 252.204-7004, Required Central Contractor Registration, 52.212-1, 52.232-33 Payment by Electronic Funds Transfer, and 252.232-7003, Electronic Submission of Payment Requests. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website. Offers shall be submitted no later than 10:00 AM (EST) on Tuesday May 15, 2012, to the 439th Contracting Flight, ATTN: Services and Supplies Branch, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA, 01022, or by E-mail to daniel.george.6@us.af.mil and richard.belford.1@us.af.mil.
