Description
The Department of Veterans Affairs, VISN 2 Network Contracting Office plans to issue a Request for Quotation (RFQ) to obtain Window Cleaning Services interior/exterior for the Canandiagua VA Medical Center. The solicitation number for this RFQ will be VA528-12-Q-0340 and will be issued on or about April 26, 2012 with an anticipated proposal due date of May 10, 2012. The contractor shall furnish all labor, supervision, management support, transportation, supplies, equipment and materials necessary to complete window cleaning services at the Canandaigua VA Medical Center. The period of performance is to begin on or about May 15, 2012 through October 31, 2012. The North American Industrial Classification System (NAICS) Code is 561720 and the size standard is $16.5 million. This acquisition is 100% Set-Aside to small business with preference given to Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses. This is a firm fixed price contract type. Contractors must be registered in Central Contractor Registry www.ccr.gov or www.bpn.gov/ccr, and Online Representations and Certifications at https://orca.bpn.gov/login.aspx. The Government is not responsible for any costs associated with a contractor's proposal and such proposals will not be returned. SPECIFICATIONS 1. The windows and storm windows shall be washed thoroughly inside and outside in accordance with good commercial practice. Windows are to be left translucent and free from dirt, streaks, tar, gum, paint, waterproofing compounds, soil, weathering, and other substances. 2. All screens are to be brush cleaned inside, sponge wiped, and left free from dirt, tar, gum, paint, waterproofing compounds and other substances. 3. All inside and outside sills on all windows, including areas between screens and windows are to be cleaned and left free from dirt, tar, gum, waterproofing compounds and other substances. 4. Any stains and/or screen discolorations, caused by this window cleaning service shall be thoroughly removed from panes, screens, floors, sills, furniture and other Government property by the Contractor at no additional cost to the Government. 5. Any screens or glass broken by Contractor personnel during the performance of this contract shall be replaced to the satisfaction of the Contracting Officers Technical Representative, within 24 hours, at no additional cost to the Government. 6. All damaged windows are to be reported to the COTR prior to cleaning. The VA will be responsible for the repair within 24 hours. 7. Window safety stops removed or loosened by the Contractor will be replaced and secured. 8. VAMC Canandaigua has many and varied types of windows. It is the Contractor's responsibility to request a site visit prior to submitting their offer. It is the successful Contractor's responsibility to request instruction for removal of screens, windows, safety restrictions, clips, etc. when necessary. Space, premises and resources are conserved and protectedContractor shall maintain the space assigned and use only that space to operate under conditions which prevent the waste of energy and protect resources. Normal facility functions and operationsWork of the Contractor shall be coordinated in order to prevent conflicts with the treatment of patients and Medical Center operations. No medical apparatus is to be moved/removed without prior approval. Mandatory use of Personal Protective Equipment (PPE)Contractor's employees shall use approved Personal Protective Equipment (PPE) as required by OSHA. Key Control & ID Badge ControlAll keys and ID badges shall be controlled as specified in this contract. Payment will not be made until all keys, ID badges and/or other issued items are returned. Project ManagerAssigned 'competent person' shall manage all aspects of work and be given appropriate authority. Correction of noted cleaning deficienciesWhen deficiencies have been identified, re-work shall take place within 3 workdays of identification. Damage to Government PropertyWork shall be performed in such a manner as to prevent damage or disfigurement of Government-owned facilities, fixtures, equipment, buildings and grounds.
