Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services to provide analysis of samples for comparison of the presence of Sex Steroid Hormones and Metabolites in Relation to the Risk of Barrett's Esophagus from the Universite Laval, Pavillion Des Sciences De L'education; Room 1434; 2320 Rue Des Bibliotheques; Quebec; QC; G1V 0A6, CAN. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. Esophageal adenocarcinoma is a cancer which has one of the most highly skewed sex ratios of any malignancy with approximately 8 males being diagnosed for every single female. The known precursor metaplasia is Barrett's esophagus and this also is more prominent in men than women. Although increasing body mass index is associated with each of these two disease states, not all of the associations are thought to be explained by gastroesophageal reflux. Therefore, the NCI hypothesizes that sex steroid hormone metabolism may be involved in these mechanisms which increase the risk of Barrett's esophagus and esophageal adencoarcinoma. The NCI will test this hypothesis in a sample of Barrett's esophagus patients compared with matched controls in the Barrett's Esophagus Early Detection Case Control Study (BEEDS). The contractor shall test a total of 408 samples and 20 controls for quantitation of the following sex steroid hormones and protein: i. Dehydroepiandrosterone (DHEA) using GC-MS ii. Androst-5-enediol (Delta-5diol) using GC-MS iii. Androstenedione (4-dione) using GC-MS iv. Testosterone (T) using GC-MS v. Dihydrotestosterone (DHT) using GC-MS vi. Androsterone (ADT) using GC-MS vii. Estrone (E1) using GC-MS viii. Estradiol (E2) using GC-MS ix. Androsterone glucuronide using LC-MSMS x. 3-androstanediol-17 glucuronide using LC-MSMS xi. 3-androstanediol-3 glucuronide using LC-MSMS xii. DHEA-sulfate using LC-MSMS xiii. Estrone sulfate using LC-MSMS xiv. Sex Hormone Binding Globulin (SHBG; protein) using ELISA Laval University is the only known laboratory that can quantitate all13 sex steroid hormones and SHBG using gold standard technologies (GC-MS or LC-MSMS for each hormone analyte, and ELISA for SHBG) using a total volume-for all assays combined-of just 0.85 ml of serum per patient, with coefficients of variations less than 10% for each analyte. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on April 26, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
