Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Proposal (RFP) for PERSERVATION MAINTENANCE FOOR THE WLB AND WLM LOCATED ON THE EAST COAST. The acquisition will be solicited as a Hub-zone Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Proposal (RFP), on or about April 16, 2012. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. The contractor will be required to preserve the following ship structure surfaces; Exterior Surfaces: Deck Fittings, Buoy Deck, Weather Decks, Freeboard, Main Mast, Exhaust Stacks, Exterior Machinery, Superstructures. Interior Surfaces: Bilges. A contractor who bids on any preservation job involving "critical-coated" surfaces must either be SSPC-QP 1 certified or obtain the services of an independent QP-1 and NACE-Certified Inspector requirements. The Contractor shall be aware that the requirements for QP-1 certification and NACE-Certified Coating Inspector, in relation to this contract, apply only to the following surfaces, which are considered "Critical-coated surfaces" (see paragraph 3.2.4.2.1 ( Painting contractor certification program requirement) of SFLC Std Spec 0000; such as Weather Decks, Freeboard, Superstructure and Bilges. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
