Community Police/ Model Precinct Advisor San Salvador, El Salvador Issuance Date: 04-12-2012 Closing Date: 05-11-2012 SOLICITATION NUMBER: PSC-12-048-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. SOLICITATION NUMBER: PSC-12-048-INL 2. ISSUANCE DATE: 04/12/2012 3. CLOSING DATE: 05/11/2012 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 5:00 PM, EST 5. POSITION TITLE: Community Police / Model Precinct Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: San Salvador, El Salvador 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES The Narcotics Affairs Section (NAS) in Guatemala and the Narcotics Affairs Officers (NAO) in Honduras and El Salvador implement programs funded by the US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of the Americas Programs (INL/LP). The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The INL Regional Gang Advisor based in San Salvador, El Salvador oversees INL's Regional Gang Initiative programs in Central America. Purpose: The Community Police / Model Precinct Advisor (CPMP) will serve in El Salvador as the on-site expert on the full range of law enforcement issues, manage INL supported Model Precinct projects, and assist El Salvador's National Civilian Police (NCP) to implement "best practices" for reducing gang-related crime and violence within targeted communities. The CPMP will coordinate Community Police and Model Precinct programs with INL's Regional Gang Advisor and Salvadoran National Police Command level officials. The CPMP will provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host-nation efforts to improve community-policing techniques, and reduce gang activity within targeted communities. The CPMP will provide significant input in strategic planning and development of possible future El Salvador Model Precinct projects. Relationship: The CPMP Advisor reports directly to the NAS Director or INL Director at U.S. Embassy El Salvador. Work Environment: The position will be stationed at the various INL model precinct programs and the Embassy. The model precinct locations are considered high-risk communities with high levels of criminal activity therefore the person will be exposed to highly hazardous environments. Official national and international travel may be requested. Physical Demands: There is a potential exposure to verbal and physical threats from criminal elements and job related mental stress because of the high-risk environment that will be encountered. Position Elements: • Host Country Liaison • Program Management • Planning and Development of Strategies and Crime Reduction Programs • Training Coordination and Planning Guidelines: Regional Gang Initiative Plan of Action and Annual Progress Reports, INL Handbook Personal Contacts: • Internal: NAS Director, INL Coordinator, Regional Gang Advisor, INL/RGI and CARSI Staff, GSO, FMO, El Salvador Corrections Advisor • External: National Civilian Police Representatives, Ministry of Justice, Prison Directorate, other INL Contractors Duties and Responsibilities 1. Review the organizational and operational capacities of the NCP; this includes the working relationships with the Ministry of Public Security and the Ministry of Education. In consultation with the NAS, develop an assistance plan that will promote effective community policing practices. 2. Establish collaborative partnerships in the community between the NCP and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 3. Assist the NCP to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. 4. Initiate and coordinate neighborhood crime watch programs. 5. Assist the NCP to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level. 6. Identify training needs of the Model Precinct's personnel. Propose training options and course availability in Central America or the U.S. 7. Execute model precinct projects in accordance with the objectives and terms established in the Letter of Agreement, the INL Gang Initiative Work Plan, or similar documents. 8. Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. 9. Prepare quarterly and annual progress reports regarding each precinct project. Prepare an annual strategic plan for each model precinct project. 10. Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings. Minimum Qualifications 1. U.S. Citizen, able to obtain/maintain a DOS security, ethical, and medical clearance. 2. A Bachelor's degree in Criminal Justice or related field from an accredited institution with fifteen (15) years local law enforcement experience. 3. Demonstrated relevant work experience or five (5) years at a management level, particularly in law enforcement program management, training, and problem-solving methodologies. 4. A minimum of five (5) years second-line supervisory / management experience at a precinct or equivalent level in a mid-size or larger municipal police department (i.e. serving a jurisdiction with a population of 200,000 or more). 5. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups. 6. Ten (10) years experience managing program resources, including project analysis, design, implementation, and evaluation. 7. Proficient in Microsoft Office Suite. 8. Physically able to reside in El Salvador in the areas of San Salvador, Lourdes, Colón, or La Libertad and travel throughout the region. 9. Work in highly hazardous environment with potential exposure to verbal and physical threats from criminal elements. 10. Knowledge in decentralized decision-making, which involves flattening the agency hierarchy, increasing tolerance for risk-taking in problem-solving efforts, and allowing officers discretion in handling calls. 11. Knowledge and experience with U.S. Government (USG) regulations, standards of conduct, and ethics. 12. Ability to successfully complete the FSI Contracting Officer's Representative (COR) course within the first ninety (90) days of assignment. 13. Ability to write and speak Spanish at the FSI 3/3 Level. Evaluation Criteria Factor 1 Offeror's relevant experience planning and developing law enforcement strategies and crime reduction programs; ability to coordinate with host-country civilian and police officials, and donor community. (25 points) Factor 2 Offeror's capability to serve as a role model for taking risks and building collaborative relationships to implement community policing and use the position to influence and educate others about it. Demonstrated ability to emphasize and reinforce community policing vision, values, and mission within an organization, support, and articulate a commitment to community policing as the dominant way of doing business. (20 points) Factor 3 Offeror's knowledge of program management, concepts, practices, and principles to analyze and develop recommendations for program implementation and USG objectives. (20 points) Factor 4 Offeror's capacity to identify and coordinate training needs for police officers serving in the community. (20 points) Factor 5 Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
