- Sole Source “ ARC FLASH SERVICES Solicitation Number: M67004-12-R-0038 Synopsis: NOTICE OF INTENT TO SOLE SOURCE. In accordance with FAR 6.302-1 (a)(iii), the Government hereby issues its notice of intent to sole sources ARC FLASH compliance services at Blount Island Command. It has been determined that only ERC Engineering, 5775 Timuquana Road, Jacksonville, Florida, the Original Provider, is the only source that can supply the requested services without substantial duplication of cost and delays to the Government. This notice to sole source is for a follow-on contract to complete base-wide compliance with the National Electric Code, NFPA 70E, OSHA Standards, National Fire Protection Association (NFPA) Standard 70-2002 œThe National Electrical Code œ (NEC) contains requirements for warning labels, and the Institute of Electronics and Electrical Engineers (IEEE) 1584-2002 Guide to Performing Arc-Flash Haard Calculations. An ARC Flash Survey was completed by ERC Engineering under a prior contract. In accordance with FAR 6.302-1(a)(iii) a follow-on contract such as this for the continued provision of highly specialized services need not utilize full and open competition if it will result in substantial duplication of cost and unacceptable delays to the Government. The estimated amount of duplication of cost is $80,500.00 if this is competed. An unacceptable delay of five (5) months would result.
