- The Indian Health Service, Bemidji Minnesota intends to contract using other than full and open competition for the following services: Landline Telephone and Cable Television VENDOR: Paul Bunyan Rural Telephone Cooperative DBA: Paul Bunyan Communications 1831 Anne Street NW, Ste 100 Bemidji, MN 56601 DUNS: 009770090 Paul Bunyan Communications is the only responsible vendor capable of serving the Indian Health Service Bemidji Area Office. Award to any other source would create substantial duplication of effort that is not expected to be recovered through competition. Period of Performance: 05/01/2012 - 04/30/2013 Approximate Annual Cost: $60,000.00 Prospective vendors may submit a notice of interest and capabilities in response to this notice. This notice of intent is not a request for competitive proposals. All responsible sources may submit a proposal which shall be considered by the Government. Information received shall be considered soley for the purpose of determining whether or not to conduct a competitive procurement. Determination by the Government not to compete the proposed contract action upon receipt of any responses shall be within the sole discretion of the Government.
