- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 2476379 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This is a small business set-aside. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch has a requirement on behalf of National Institute of Aging (NIA) for Delivery services of Liquid Nitrogen/Compressed Gas. The contractor has the following requirements: 1) Rental Liquid Nitrogen cylinders and refills for tanks owned by NIA, 2) Cylinder usage fees, 3) TCF Tank Connection fees and emergency deliveries when requested by NIA, and 4) Deliveries twice a week on Tuesday and Thursday between the hours of 8:30am -4:00pm. Delivery will be at National Institute of Aging (NIA)-Gerontology Research Center (GRC), 5600 Nathan Shock Drive, Baltimore, Maryland 21224. The period of performance will be for one (1) base year and two (2) option years. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applicable to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items is applicable. Specific evaluation criteria: (1) Ability to meet proper handling of compressed gas cylinders, (2) Ability to consistently deliver on dates and times prescribed and (3) Past performance. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required Implement Statue or Executive Orders Commercial Items, applies to this acquisition. The quotations are due April 23, 2012 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892-2080 or email at Snoddyj@mail.nih.gov.
