- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS at https://www.fbo.gov. All prospective vendors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. The solicitation number is W9124Q-Flash-Point-Tester. This solicitation is being issued as a Request for Quotations (RFQs), for a Firm Fixed Price (FFP) contract and incorporates provisions and clauses in effect through DFARS Change Notice 20080513. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far. The NAICS code is 334513 and the Small Business Standard is 500 Employees. This is a 100% Small Business Set-Aside. The Mission Installation Contracting Command Contracting Office at White Sands Missile requests responses from qualified sources capable of providing: ITEM 0001, one (1) each, Pensky Martens Closed Cup Flash Point Tester Salient characteristic for the Pensky Martens Closed Cup Flash Point Tester The system shall have but not be limited to the following minimal specifications: -Automatic lighting and monitoring of test flame -Electric ignition -Measuring range from ambient to 370 degree centigrade -Multiple heating rates that includes a fast pre-heat mode -Built-in cooling system -ASTM D93 compliant -Automatic calibration and diagnostic routines -Ability to test samples containing water. -Ability to detect and correct barometric pressure according to ASTM and ISO methods -Multiple safety features -Over-heating detection with automatic shut-off system -Ability to detect fire automatically -Ability to transmit results to external computer, network or LIMS. -Compatible with other Windows-based applications -Complete installation and verification by a factory trained service engineer -On-site training by a factory trained service engineer ITEM 0002, one (1) lot, Shipping Costs Quote is to be F.O.B. Delivery is required NLT 30 days ARO.
