Contract Award Dollar Amount: $470,000 over 5 years Contract Award Date: 15 May 2012 Contractor: Liquent, Inc. Horsham, PA Description: The Division of Regulated Activities and Compliance (DRAC) requires a 21 CFR Part 11 compliant package of software and modules capable of building, validating, rendering, publishing, and viewing both paper and electronic submissions to the U.S. Food and Drug Administration in Common Technical Document (CTD) format. The content must be published to, and complete application lifecycles must be viewable through, OpenText's Livelink. In order to support an eCTD publishing system, licensing for the software and technical services to assist with training personnel and in the implementation, validation, support, and maintenance of the software products and modules in a DoD NIPRNET network architecture are also required. Software is required for the following functions: eCTD Publishing eCTD submission validation PDF Rendering eCTD Viewing Connection of eCTD Publisher to OpenText Livelink Enterprises services Licensing is required for 8 Publisher users and 23 eCTD Viewing users Implementation services are required for: Project management Regulatory Consulting Installation of eCTD software products Pre-installation and installation testing Training is required for publisher and viewer users and administrators, to include eCTD preparedness workshops and training and user manuals. There are only a few sources for Commercial Off The Shelf Software (COTS) products for eCTD Publishing. Of those, only three met DRAC's requirements for paper and electronic publishing DRAC participated in vendor held demos where DRAC determined that Liquent is the only product that meets the requirements. The proposed contractor for this action is Liquent, Inc. Liquent is uniquely qualified to perform these services because Liquent's solution best meets DRAC's top requirements (capability to publish paper and electronic submissions, capability to publish to Livelink electronic document management system, capability to view application lifecycle from Livelink).
