Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health-Clinical Brain Disorders Branch (CBDB), intends to negotiate and award a purchase order on a noncompetitive basis to Carlo Colantuoni, Ph.D., 713 West 36th Street, Baltimore, MD, 21211-2506, a Psychologist/Neuroscientist in the fields of genetics, biostatistics, and bioinformatics of normal control and patients suffering from complex neuropsychiatric illnesses. CBDB is investigating of the genetics of brain development across the lifespan through analyses of postmortem brain tissue. This continuation is part of a follow-up and an extension to pilot genetic analyses which was originally developed and performed by Dr. Colantuoni. He will fine-tune and perform noval data analyses on a large gene project to document genome-wide expression changes in postmortem human brain across the lifespan (from fetal age through age 80 years) on normal controls and subjects with various neuropsychiatric diagnoses. The period of performance will be for 6 months. Dr. Colantuoni is highly skilled in the fields required to accomplish the goals in biostatistics, genomics and bioinformatics. In addition, he has had 4 years hands-on experience working specifically with human postmortem brain development research project analyzing postmortem human brain gene expression data. Dr. Colantouni has expertise in combining transcriptional and genetic analyses in human neural tissue to obtain and describe a global perspective on the role of the human genome in cortical development, function and ageing. Dr. Colantuoni has knowledge and a deep understanding of temporal dynamics relative to genetic control of transcriptional processes in postmortem human prefrontal cortex from fetal development through ageing as well as neurodegeneration. He has extensive prior experience in developing tools to analyze and demonstrate gene expression processes clearly and concisely to scientific and non-scientific audiences. The project requires experience in collection of gene expression data; microarray analyzes; quality control and normalization with global assessment of major gene effects; discovery of novel relevant genes, gene to gene correlations and functionally related gene groups/networks; and global analysis of transcriptional changes across the lifespan (fetal thru age 80). The acquisition is being conducted under simplified acquisition using FAR Part 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
