- The United States Agency for International Development, USAID/Peru intends to release a solicitation for Anticorruption Courts Project ("Project") to strengthen the anticorruption capacity within the Peruvian Judiciary. USAID intends to use full and open competition for the contract which will be wholly performed in Peru. USAID intends to release the solicitation prior to April 30, 2012. An independent judicial system plays an important role in holding public officials and institutions accountable, fighting corruption within public administration, and ensuring that nobody, regardless of rank or position, is above the rule of law. This Project in collaboration with the Peruvian Judiciary, the Special Commission on the Implementation of the Criminal Procedure Code (CPC), the Peruvian Public Ministry, and other key judicial actors, will support the sustainable development of tools, systems, and skills so that the Peruvian judicial system can effectively fulfill that role. The Project will build the capacity of judicial actors and institutions to investigate, manage, and resolve corruption cases under the CPC. It will also strengthen the judicial system's capacity to address corruption from the "bottom up" by working with civil society organizations to educate the public and monitor the system. The Objectives of the Project are the following: 1. Increase the capacity of the judicial system in Lima, Callao, and Peruvian Amazon regions to resolve corruption cases; 2. Increase the capacity of the Judiciary to address internal corruption; and 3. Strengthen the judicial system's capacity to address corruption through effective civil society engagement. The planned activities are anticipated to be for a 36-month time period, starting October 2012. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201. All information required for the submission of an offer will be contained in the electronic solicitation package that will be posted at www.fedbizopps.gov. Offeror is advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken.
