Description
This notice is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on RML-RFQ-12006. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57 dated 03/15/2012 and Federal Acquisition Circular 2005-36 dated 4/2/2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories (RML), performs basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human pathogens. The RML has a research need for 1 real-time PCR System with the following features: 4 color channel 96-well real time PCR instrument with a single LED light source and CCD camera. The sample block must have independently controlled areas within the 96-well block for rapid optimization and be capable of running up to six protocols at once; system software must be capable of running a multicomponenting algorithm for automatic spectral overlap correction as well as automatic ROX reference dye normalization for normalizing during PCR fluctuations and plate to plate variability. The instrument must be able to run as a stand-alone or as a networked machine. In addition to the PCR equipment, the successful vendor must supply all items necessary for initial startup of the equipment such as supports, bases, power cords etc., on-site training for laboratory staff, and an exchange type service plan capable of shipping loaner equipment to the Congo. Warranty information must be supplied. Shipping costs must be quoted. This equipment will be permanently located at an NIAID lab located in the Congo, but initial order ships to Hamilton, MT. FOB Point shall be Destination, Hamilton, MT 59840. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government.
