Description
NOTICE OF INTENT TO AWARD A SOLE SOURCES MODIFICATION. The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) Contracts and Procurement Division (CPD) intends to issue a modification to contract DE-AC52-09NA28609 on a sole source basis under the authority of FAR 6.302-1, 41 USC 253(c)(1), to WesDyne International LLC, I-70 Exit 74 Gate D, Madison, PA 15663 to continue commercial down-blending services for an additional 5 metric tons (MT) of highly enriched uranium (HEU) to low enriched uranium (LEU), and to store the LEU for a LEU Inventory Reserve. The NNSA's Office of Fissile Materials Disposition (OFMD) and Y-12 Site Office will oversee the down-blending and storage of the material. DOE is evaluating its inventory of excess HEU, and decisions relating to the timely and availability of HEU have not been made to release a sufficient amount of HEU to warrant a new acquisition at this time, and further delay would likely result in disruption or shutdown of the only remaining U.S. HEU down-blending process. This material will provide additional LEU that will allow the OFMD to meet non-proliferation objectives and will be added to a larger domestic inventory of LEU that has been set-aside to support the surplus plutonium disposition program (MOX Backup LEU Inventory. Under the existing contract, WesDyne International LLC has subcontracted with the B&W Nuclear Fuel Services facility in Erwin, Tennessee, and with this partnership is the only company capable of down-blending and storing the additional HEU material to satisfy the NNSA requirements to increase the MOA Backup LEU Inventory and maintain the industrial base. The applicable NAICS code is 325188 with a size standard of 1,000 employees. This is a notice of intent to award a modification under the current contract and is not a request for proposals and no solicitation is forthcoming. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested parties must provide evidence of their capabilities to fulfill this requirement no later than April 27, 2012, 4:00 pm MST. NNSA will not be responsible for any costs incurred in response to this notice. This notice in no way obligates the Government to award any modification to the existing contact.
