- Description
- The 99th Contracting Squadron intends to issue a solicitation for non-personal services for Base Telecommunication System (BTS) Operation & Maintenance (O&M) at Nellis & Creech Air Force Bases, NV. The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services, unless specified in this contract as Government Furnished Property (GFP). Work under the PWS will support the mission of 99th Communications Squadron at Nellis AFB and 99th Communications Squadron/OL-A at Creech AFB, Nevada by providing highly reliable wired telecommunications and networked voice, video, and data services. The Contractor shall perform Operation and Maintenance (O&M) and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The BTS consists of the base telephone system switch, the outside plant (OSP) and inside plant (ISP) systems, network, transmission systems, and all associated equipment described in detail in the PWS, which may include other systems (e.g. Radio, etc). The Contractor shall operate and maintain all BTS equipment and systems in accordance with (IAW) the Original Equipment Manufacturers' (OEM) technical manuals and specifications, Department of Defense (DoD) and U.S. Air Force (USAF) policy and regulations, applicable federal, state, and local laws and regulations. The solicitation number for this acquisition is FA4861-12-R-C001 and is issued as a Request for Proposal (RFP). This solicitation is set aside 100% for SBA certified 8(a) small businesses. The North American Industry Classification System is 517110 - Wired Telecommunications Carrier. The Standard Industrial Classification Code is D316 - Telecommunication Network Management Services. The period of performance will be one (1) basic year plus four (4) option years. The approximate performance start date is 1 Oct 12. The total contract period will not exceed five (5) years and six (6) months. This solicitation is a competitive RFP and award will be based on procedures found in the Federal Acquisition Regulation (FAR) Part 15. Award will be made using Price-Performance Tradeoff in accordance with FAR Part 15. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR) prior to solicitation closing date. Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. The solicitation will be issued on or about 18 May 12, and will be available to view and download on the Federal Business Opportunities (FBO) website: http://www.fbo.gov/.
