- THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. As a member of the Naval Facilities Engineering Command (NAVFAC) team, the Naval Facilities Engineering Service Center (NAVFAC ESC) Ocean Construction Division (CIOFP4), located at the Washington Navy Yard, D.C. provides condition assessment of waterfront infrastructure, water tanks, dams, dry docks and US Navy-owned bridges worldwide. NAVFAC ESC designs, installs and maintains port security barriers, magnetic silencing facilities, moorings and ashore hyperbaric systems worldwide. NAVFAC ESC leverages technology to enhance our clients' effectiveness and efficiency. NAVFAC ESC uses existing solutions where possible, identifies and adapts breakthrough remedies when appropriate, and performs innovative technology development when required. The Government is seeking support in the areas of program management, technical management and information technology services to assist the needs of the Naval Facilities Engineering Service Center (NAVFAC ESC). The Contractor shall provide services that best support the Division ™s responsibility to satisfy both current and future assessment and maintenance needs. The Contractor shall provide knowledgeable personnel who will provide information and assessments of that information to Government task manager(s) on issues and topics that may affect the execution of the Division programs. The following are the anticipated tasks that support in the areas of program management, technical management, and information technology services: (1) Data analysis and management for Ocean Construction business (2) Technical data entry and data validation in engineering management system (EMS) applications (3) Engineering management system (SPIDERS) and mission dependency database sustainment and database development “ Oracle backbone (4) EMS application configuration control board support (5) Software development for the following Microsoft Windows-based environments: ESRI ArcGIS Desktop ESRI ArcGIS Server Web Applications: FLEX, Silverlight and dotNET APIs (6) Geographic Information System (GIS) Data Management (7) Provide graphic services in support of 3D modeling which requires proficiency in GIS, CAD and X3D applications with individuals having 3-5 years experience with B-REP solid modeling authoring tools. (8) Contractor shall assume two (2) individuals for annual support in the following labor categories: Computer Systems Analyst III, Computer Programmer IV, Data Entry; and up to three (3) individuals in a surge capacity in the following labor categories: Computer Systems Analyst III, Computer Programmer IV, and Drafter/CAD Operator III or IV, Data Entry. NAVFAC ESC is interested in identifying potential sources and gathering information on current capabilities within the market. Information provided may be used by NAVFAC ESC in refining its requirements definition, selection of technical management and information technology services support and developing its acquisition approach and schedules. Potential interested sources are required to respond to this notice with brief documentation NOT LATER THAN 2:00 pm PDT, 13 May 2012. All interested sources should respond with brief documentation showing the company ™s ability to fulfill the requirements described below. The specific information the NFESC seek at this time is: (1)Name and brief description of company. Briefly (less than 2 pages) summarize your company ™s corporate history, level of experience with program management, technical management, and information technology services. (2)Capability and pertinent experience. All interested offerors should respond with a Capability Statement that succinctly describes the contractor ™s experience and knowledge to effectively execute this requirement.
