Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for Base Support Vehicle and Equipment (BSVE) Services, Oahu, Hawaii. 1. The Government intends to issue a solicitation which will include BSVE services. The work includes, but is not limited to, the following: -Repair of Transportation Equipment. Work will consist of Body and Fender Repairs, Painting and Marking, Glass Replacement, Incidental Repairs, Upholstery Repair/Replacement. The contractor shall provide all materials to perform the services. The services are to be performed at the contractor ™s site. -Cleaning of Transportation Vehicles. Work will consist of Exterior Washing/Drying of vehicle, and Interior Cleaning of Vehicle, and Exterior Polishing of Vehicle. The services are to be performed at Government sites. -Towing and Recovery of Government Vehicles. Work will consist of towing, recovery, electrical jumpstart of dead batteries, and unlocking vehicles at various sites. All towing and recovery of vehicles will be towed to Government Property. Vehicles are less than 8,501 pounds (GVWR) up to 45,000 pounds (GVWR). -Vehicle and Equipment Auction Services. The contractor shall transport and provide a storage facility off Government property to perform auctioning of Government vehicles. The vehicles and equipment will consist of various sizes of trucks, vans, cranes, and various types of construction equipment. 2. If the solicitation is issued as a small business set-aside, FAR 52.219-14, Limitations on Subcontracting, applies, which states, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." 3. The following information for the current contracts is provided to help determine whether your firm will be able to meet the subcontracting limitations. a. Contract No. N62478-11-D-2387, Repair of Transportation Equiment for NAVFAC HI, Pearl Harbor, Oahu, Hawaii. Current Term: 9/1/11 “ 8/31/12; Current Amount: $556,570.00 Indefinite Delivery Indefinite Quantity (IDIQ) b. Contract No. N62478-11-D-2372, Clean Transportation Vehicles at Various Locations, Oahu, Hawaii. Current Term: 1/10/12 “ 1/9/13; Current Amount: $40,950.00 Firm Fixed-Price (FFP)/$7,800.00 IDIQ c. Contract No. N62478-08-D-2315, IDIQ Auction Services for Various Vehicles and Equipment, Pearl Harbor, Oahu, Hawaii. Current Term: 4/1/11 “ 3/31/12; Current Amount: $170,500.00 IDIQ d. Contract No. N62478-09-D-2343, IDIQ Towing and Recovery Services, Various Locations, Oahu, Hawaii. Current Term: 4/1/11 “ 3/31/12; Current Amount: $140,519.70 IDIQ 4. If your firm is interested and capable of performing ALL the services: a. Confirm your business size (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman owned small business (WOSB)) under NAICS Code 811121, annual size standard $7,000,000. b. Since the value of the contract for Repair of Transportation Equipment for NAVFAC HI represents more than half of the total value of all services, provide customer references for whom you have done Repair of Transportation Equipment work. Include the following: (1) Client's name (2) Point of contact (3) Point of contact's phone no. Interested sources shall indicate that they are capable of providing the required services and provide all information requested above. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
