- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for Global System for Mobile Communications. This commercial solicitation shall be issued utilizing full and open competition procedures with 100% set-aside for small business. The requirement is anticipated to result in a firm fixed price contract for a period of three (3) years options included. Delivery will be no later than 10 Dec 2012 and FOB Destination, NSWC Crane Division, Crane IN, 47522. Inspection and acceptance will be at Destination by NSWC Crane personnel. The solicitation will be available on or around 20 April 2012 on FBO and NECO. Closing date will be on or around 22 May 2012. Offers will be required to submit a proposal covering technical, price and past performance. The Government intends to award to the responsible contractor whose offer represents the best value to the Government considering technical, past performance, and price factors. No hard copies of the solicitation will be mailed. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
