Description
Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary for the construction of a new parking area and other associated tasks at the VA Medical Center West Haven, Connecticut, Project Number 689-11-033. Work includes three phases as follows: Phase I: The contractor shall pave the parking area. Paving shall be in accordance with VA Standards and Specifications and consist of at minimum a base course and finish course. Upon completion of paving, the parking area shall be striped to provide the most beneficial stall configuration. Phase II: The contractor shall remove the existing diagonal parking and associated islands/peninsulas and reconfigure/construct new 90 degree parking with associated paving, striping and curbing. Relocate existing sidewalk to conform to the new configuration. Phase III The contractor shall construct an additional parking area between Buildings 11 and 12. This shall comprise approximately 3300 sf and yield approximately 12 spaces. This will necessitate relocation of an existing fire hydrant and street light. All applicable requirements contained in the base bid shall apply to this effort. The construction cost range for this project is between $150,000 and $200,000. The applicable NAICS code is 237310 and the size standard is $33.5 million. Award will be based on the best value to the Government. Evaluation factors will include price related factors as well as technical factor of management approach and past performance. The solicitation package will be available issued on April 20, 2012. The date for receipt of offers is scheduled for May 4, 2012 at 12:00. All relevant solicitation documents, including specifications and drawings, may be accessed for download on the date of issue at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued. Bidders list are no longer available from the Contracting office. A bidders list is only available by registering electronically for this solicitation. This solicitation will be set aside strictly for Service Disabled Veteran Owned Small Businesses. All SDVOSBs must be certified in Vet Biz as an SDVOSB. All offerors must ensure registration in CCR is current and accurate.
