Description
The Federal Bureau of Prisons, TDAT Contracting Office, is seeking proposals from sources having the ability to provide community-based outpatient sex offender treatment services, within a 10 mile radius of Boston City Hall, 1 City Hall Avenue, Boston, Massachusetts 02109, located along the Massachusetts Bay Transportation Authority (MBTA) "T" system route. Performance periods under this contract will be for a one-year base period estimated to begin on August 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on July 1, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 30: Sex Offender Specific Evaluation & Report (one per inmate) for 30 inmates; Penile Plethysmograph & Report; (1 per inmate) for 30 inmates; Abel Assessment for Sexual Interests (1 per inmate) for 30 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 720 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2160 sessions; Transportation (96 trips per inmate) for 2880 trips Option Year One: Estimated number of inmates 32: Sex Offender Specific Evaluation & Report (one per inmate) for 32 inmates; Penile Plethysmograph & Report; (1 per inmate) for 32 inmates; Abel Assessment for Sexual Interests (1 per inmate) for 32 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 768 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2304 sessions; Transportation (96 trips per inmate) for 3072 trips Option Year Two: Estimated number of inmates 34: Sex Offender Specific Evaluation & Report (one per inmate) for 34 inmates; Penile Plethysmograph & Report; (1 per inmate) for 34 inmates; Abel Assessment for Sexual Interests (1 per inmate) for 34 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 816 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2448 sessions; Transportation (96 trips per inmate) for 3264 trips Option Year Three: Estimated number of inmates 36: Sex Offender Specific Evaluation & Report (one per inmate) for 36 inmates; Penile Plethysmograph & Report; (1 per inmate) for 36 inmates; Abel Assessment for Sexual Interests (1 per inmate) for 36 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 864 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2592 sessions; Transportation (96 trips per inmate) for 3456 trips Option Year Four: Estimated number of inmates 38: Sex Offender Specific Evaluation & Report (one per inmate) for 38 inmates; Penile Plethysmograph & Report; (1 per inmate) for 38 inmates; Abel Assessment for Sexual Interests (1 per inmate) for 38 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 912 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 2736 sessions; Transportation (96 trips per inmate) for 3648 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposals will be available on or after April 27, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about May 30, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible small business concerns may submit a proposal which will be considered by this agency.
