- Description
- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award two one-year fixed price incentive type contracts for Low Rate Initial Production (LRIP), LRIP 1 (FY14) and LRIP 2 (FY15) to Northrop Grumman Corporation - Aerospace Systems (NGC-AS), Bethpage, NY for the MQ-4C Broad Area Maritime Surveillance (BAMS) Unmanned Aircraft System (UAS). This procurement is for the manufacture of three aircraft and one mission control system for production year FY14 and four aircraft and related mission controls systems for production year FY15. This effort will also include Advance Acquisition Contracts (AAC) in FY13 for LRIP 1 and FY14 for LRIP 2 for the purchase of components, material, parts and associated efforts whose advanced procurement is required to maintain the BAMS planned production schedule. Also, the effort will include non-recurring engineering costs (e.g. parts obsolescence engineering and productionization), engineering change orders, integrated logistic support (ILS) and interim contractor support, trainers, spares (for unmanned aircraft system, support equipment and trainers), and support equipment. The proposed contract actions for LRIPs 1 and 2 and associated AACs are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGC-AS is the sole designer, developer, manufacturer, and integrator of the MQ-4C BAMS UAS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner in order to meet initial operational capability (IOC) during calendar year 2015. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
