- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to standardization requirements, and no other supplies or services will satisfy agency requirements. (FAR 6.302-1). See posted J&A for further information. The Transportation School MSD had a requirement to expand its welding training. These welding simulators were an expansion of the current system. Any other type of equipment would not provide the same capabilities, would not allow complete interoperability, would cause duplication of effort, and would cause an increase in price/cost to the US Government.
