Description
Sources Sought Notice: Emergent Prescription Dispensing Services DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Whitney.Warrington@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 446110, Pharmacies and Drug Stores (size standard $25.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following type of service: 1.The Contractor shall provide pharmaceutical products and services to VA beneficiaries of the Ralph H. Johnson VA Medical Center's Community-Based Outpatient Clinics (CBOCs) located at the locations below: a.Trident CBOC, North Charleston, South Carolina; b.Savannah CBOC, Savannah, Georgia; c.Hinesville CBOC, Hinesville, Georgia; d.Myrtle Beach CBOC, Myrtle Beach, South Carolina; and e.Beaufort CBOC, Beaufort, South Carolina 2.The Contractor will fill only emergent, new prescriptions from VA-authorized practitioners. The Contractor shall review all prescriptions to ensure that the product is listed on the VA emergent formulary drug list. Prescriptions shall be filled within one hour of delivery to the pharmacy. The mailing and delivery of prescriptions are not authorized. 3.The contractor must have a minimum of one pharmacy within a 10-mile radius of each VA CBOC. The facility must be handicapped accessible, have handicapped parking spaces available and have seating available for patients waiting for prescriptions. Pharmacy services shall be available between the hours of 9:00AM and 7:00PM, Monday through Friday, at a minimum. 4.The filling of prescriptions shall be inclusive of patient medical profile review and proper filling and labeling in accordance with proper pharmacy practices and state requirements. Procedures shall include necessary patient education and counseling consistent with the Omnibus Budge Reconciliation Act (OBRA) 1990 requirement to ensure appropriate use and optimal outcomes from drug therapy. Counseling includes the following information at a minimum: a.Name, description, and use of the medication; b.Dose, dosage form, and route; c.Special directions and precautions; d.Common side effects and action required if they occur; e.Techniques for self-monitoring drug therapy; f.Action to be taken if a dose is missed; g.Proper storage; h.What the patient can expect from the medication; and i.How to obtain refills. 5.Pharmacists must collect, synthesize and interpret patient, prescription and disease data in monitoring for therapeutic duplication, drug-disease contraindications, drug-drug interactions (including those with OTC medications), incorrect drug dosage, inappropriate duration of treatment, drug-allergy interactions, and clinical abuse-misuse. 6.The contractor shall provide monthly reports providing the list of drugs dispensed by pharmacy, doctor, patient, and drug. These reports shall also include any medication errors or medication related incidents. These reports shall be provided to the pharmacist at each CBOC. Cumulative monthly, quarterly and annual reports shall also be provided to the Contracting Officer's Representative-Chief Pharmacy Service and Pharmacist Procurement Specialist at the VA Medical Center. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to perform the emergent prescription dispensing services described above. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. If you currently hold a GSA contract that covers these services, please identify the contract number. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in CCR and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to Whitney.Warrington@va.gov no later than 6:00pm EST, April 27, 2012. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Emergent Prescription Dispensing Services" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
