- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) has a requirement for the acquisition of the National Prescription Audit (NPA) database. Drug poisoning is a growing health problem in the United States. In 2009, drug poisoning became the leading cause of injury death in the United States. Overdoses of prescription drugs, especially prescription painkillers are now more common than deaths from heroin and cocaine combined. In an effort to continue to address this rising problem, CDC must research and understand prescription drug use at the originating source, prescribers. The potential project seeks to extract customized data from the NPA Database. This data will serve multiple purposes and will be used in both descriptive and policy evaluation projects related to prescription drug abuse and overdose. In addition, the data set will contain cost information, allowing CDC to further explore economic consequences associated with the epidemic of prescription drug overdoses. The vendor will be required to deliver the most current 72 months national level data and most current 48 months state level data of specific prescription drugs. The following variable data characteristics must be included: • Dispensed Prescriptions (New, Total) in the Retail Channel (Chain, Independent, Food, Mass Merchandise) • Extended Units (New, Total) • Average Prescription Size (New, Refill, Total) • Dollars Per New/Refill/Total Prescription (Pharmacy Cost, Retail Price) • Method Of Payment (Cash, Medicaid, Third Party) • Prescription Substitutions If Available • Therapy Days • Days Supply • Patient Price The vendor will also be required to modify data collection for the defined data sets on a quarterly basis for a one year period based on CDC analysis and recommendations. The anticipated period of performance is 12 months. The vendor must demonstrate capacity and past experience in providing such data. Also, the vendor shall provide examples of projects conducted that are similar in complexity and scope as well as examples of prior completed Government contracts to illustrate experience and organizational capacity. All respondents are encouraged to provide their opinions about the difficulty and/ or feasibility of the potential requirement, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts. The following NAICS code is recommended for this acquisition: 518210, Data Processing, Hosting, and Related Services. However, if responsible sources believe there is a different code that can work better for this requirement, they can recommend the code to the Contracting Officer with an explanation of why they feel the code is more appropriate. Also, if you feel that this acquisition can be purchased through GSA, please advise the Contracting Officer which GSA schedule would be applicable. We look forward to your recommendations and advice. Requests for copies of a solicitation and telephone calls WILL NOT be honored or acknowledged. All responses must be in writing and should be submitted in electronic format to the attention of the Contracting Officer, Vallerie Redd at gfj3@cdc.gov by 12:00pm EST on Friday, April 20, 2012. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
