Description
PMS401 seeks information from industry entities about their capabilities and interest vis-à-vis the Common Acoustic Cabinet (CAC) to be procured under a small business set-aside, competitive contract. The CAC will implement Commercial Off-the-Shelf (COTS) products and non-developmental item(s) (NDI). The CAC contains upgraded signal processing capability and is reconfigurable to support processing of multiple acoustic and array sensors. The CAC is one of many MIL-Spec, environmentally qualified, water-cooled cabinets employed by the Acoustic Rapid Commercial Off-the-Shelf Insertion (A-RCI) Program to house submarine sonar acoustic processing capabilities on SSN 688, 688I, SEAWOLF, VA CLASS and SSGN submarines. The CAC consists of a series of COTS-based, reconfigurable, high-performance computing servers, high-speed switch technologies, and technologies that power various sonar sensors and monitor cabinet status. Hardware is refreshed periodically to mitigate obsolescence issues and implement reliability availability and maintainability (RAM) improvements. The CAC performs in extreme, submarine-based, operational conditions such as MIL-S 901D (Grade B) shock, MIL-E-461F electromagnetic compatibility, 0oC to 50oC ambient air temperature with a Relative Humidity of 95%, and MIL-STD-167 vibration environments. The CAC requires operation for both spray and drip environments at angles up to 45 ° per MIL-STD-108E. All interested sources are encouraged to submit company and product literature, white paper, and/or other pertinent information for the Government's consideration. Relevant information shall include but is not limited to the criteria listed above. All interested sources are encouraged to respond by providing the Government the following information; technical/contractual points of contact, address, telephone and fax numbers, email address, DUNS number, CAGE code and or tax ID number, as well as small business sub-category, a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and quality assurance process. Also, provide any supporting information such as commercial literature, catalogues, manuals, etc. The response should also include all relevant business information, rough order of magnitude (ROM) costs are NOT required. This Request for Information (RFI) in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This request for information (RFI) does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. All proprietary or classified information will be treated appropriately. All information provided to the Government becomes U.S. Navy property and will not be returned.
