- The Department of Veterans' Affairs, NCO 15 has a requirement for Tuck Pointing and Sealing the exterior surfaces of Buildings 1, 8, and 8A at the St. Louis, MO John Cochran VAMC, 915 N. Grand Blvd. St. Louis, MO. 63106. Contractor shall be capable of providing all labor, tools, parts, equipment, materials transportation and incidentals needed to completely prepare site for building operations, including any demolition and removal of existing structure(s) and perform work for Project 657-12-203JC, Tuck Pointing and Sealing the exterior surfaces of Buildings 1, 8, and 8A. This project also includes the demolition and rebuild of the small roof over the morgue dock. Work includes general construction, masonry, roofing, alterations, and possible mechanical and electrical work, necessary to complete the project. Total performance period is 270 days after the notice to proceed. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $500,000.00 and $1,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238140, with a small business size standard $14.0 million. The completion period shall include final inspection. Award is anticipated to be made utilizing the Lowest Price Technically Acceptable Source Selection (LPTA) Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in the VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The solicitation package, VA general specifications and any related documents/drawings we have available should be available for download on or about April 26, 2012, and an anticipated proposal due date 30 days after the issue date (anticipated May 25, 2012). An organized site visit will be established and scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
