- This posting provides public notice in accordance with FAR 6.302-1 of the Government's intent to award a Sole Source contract to Maritime Helicopters for helicopter charter services in Kodiak and Homer, AK. The intended sole source award is under the authority of FAR 6.302-1 "Only One Responsible Source And No Other Supplies Or Services Will Satisfy The Agency Requirement." The US Coast Guard, Rescue 21 Project Resident Office Alaska has a requirement to fly to various remote locations in the Kodiak and Homer areas that are only accessible by helicopter. Areas to be accessed include Marmot Island, Raspberry Island, Cape Gull, Sharatin Mt., Sitkinak Dome, Akhiok, Middle Cape, Twin Peaks, Bede Mountain and Rugged Island. Estimated flying time in Kodiak is 19.5 hours and 3 hours in Homer. There may also be a requirement for standby time up to 6 hours from Kodiak and 8 hours from Homer. There is a specific requirement for the contractor to: 1. Operate a single turbine engine helicopter capable of carrying three (3) passengers and 300 lb. of equipment to/from Kodiak area locations Bell 206 Long Ranger of similar capability); 2. Operate a single turbine engine helicopter capable of carrying three (3) passengers and 200 lb. of equipment to/from Homer area locations (Bell 407 or similar capability); 3. Maintain a base of operations in Kodiak during the contract period of June 1, 2012 - May 31, 2013; 4. Maintain a base of operations in Homer during the contract period of June 1, 2012 - May 31, 2013; 5. Have a minimum of 3 years experience flying in the Kodiak and Homer areas. Maritime Helicopters is the only known source that meets the above listed requirements. Market research conducted to support a sole source procurement include posting a request for information on FedBizOpps on February 16, 2012, contact with the Kodiak and Homer Chambers of Commerce, and reading the Kodiak and Homer Visitor's Guides. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. Interested parties with questions or comments regarding this notice or the planned procurement should be submitted to the Contracting Officer, in writing, no later than 15 days from the date of posting.
