- The Project Manager Special Operations Forces Survival Support and Equipment Systems (PM SOF-SSES) at the U.S. Army Research, Development, and Engineering Center, Soldier Systems Center, Natick, MA has a need to identify potential manufacturers capable of supplying canine integrated electronic collar systems. The government is conducting a market investigation seeking product information, manufacturing capabilities, and/or samples of canine electronic collar systems (including collar, transmitter and receiver) that will provide the following capabilities (but not limited to): transmit and receive at long distances (threshold 1000 meters outdoors and 200 meter through a minimum of 5 cinderblock walls indoors), compact in size, lightweight, waterproof, durable (remain operational following drop test) with a rechargeable power source. The collar unit must have multi-tone/vibrate/tactile function. Audible tone should have constant tone when depressed and held and a single tone when pressed and released. The collar must vibrate continuously when button is depressed and have pulse capability. The system must provide pressure or vibration programmable to different patterns or signals. The collar must have a remote light (IR and visible with strobe capability) and GPS transmitter. The controller unit must be compact with an internal antenna, easy to use buttons for ambidextrous operation, positive feedback for confirmation of correct level and activation of device, multi-functionality to switch between vibrate, tone and audible, a single shut off (kill switch), compact in size, lightweight, back lit LCD screen with blackout NVG capability, GPS system with update speed of 1:5 seconds. Interested firms are requested to submit information on their detail product specifications/samples within thirty (30) days following the publication of this synopsis. Information should include, but is not limited to, product cost, detailed technical information (e.g. performance specifications, test data, test methodology (e.g. ASTM, AATCC)), relevant company background/experience, and any other information that the company believes demonstrates the value of their product(s) and the ability to meet the aforementioned requirements. Initial information/samples submitted to the government under this announcement will not be returned, and no payment will be made by the government for any information/samples submitted.
