Description
The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award on a non-competitive basis purchase order to International Association of Physicians in AIDS Care (IAPAC), 1640 Rhode Island Avenue, NW, Suite 200, Washington DC, 20036 for purchase of Professional Service in the planning and logistics of the "6th International Conference on HIV Prevention and Treatment Adherence." The conference within the HIV/AIDS field and across medical research more generally. The conference seeks to advance research and disseminate interventions in three (3) important HIV/AIDS prevention and care domains: Adherence to antiretroviral treatment among individuals living with HIV/AIDS, engagement and retention in primary medical care among person diagnosed with HIV, and adherence to novel biomedical HIV prevention approaches (e.g., Pre Exposure Prophylaxis, PreEP) among individuals at-risk for HIV infection. The conference focuses on state-of-the-science research and evidence-based approaches to intervention delivery through a 2 ½ day program built around plenaries, symposia, oral abstracts, poster sessions and discussion roundtables. Approximately 400 scientific researchers, health care providers, and human service professionals have attended each of the prior conferences, and 2011 conference attendees represented more than 20 countries worldwide. The conference co-hosts are the International Association of Physicians in AIDS Care (IAPAC) and the National Institute of Mental Health (NIMH), and additional conference co-sponsors include NIH OAR, NIH OBSSR, NIAID and NIDA. IAPAC will: 1. Work with the NIMH and co-chairs on the conference program and faculty selection/contact 2. Assist to obtain funding from other co-sponsors, including other federal agencies, professional societies, and private industry 3. Coordinate and secure Continuing Education credits 4. Conduct conference promotions (web links, emailers, advertising, brochures, etc.) 5. Coordinate with co-sponsors to obtain participants lists and/or set goals for promotion 6. Coordinate and manage contracts (hotel, venue, catering, AV) 7. Coordinate faculty and co-sponsor travel 8. Coordinate travel for international and domestic scholarship recipients. IAPAC is uniquely positioned to coordinate the scientific and logistical support for this annual conference. IAPAC convenes an annual two-day conference for US-based HIV/AIDS" thought-leaders" (researchers and practitioners of HIV medicine)-the annual IAPAC Sessions-in order to facilitate critical discussion surrounding contentious issues in clinical management in HIV. IAPAC has the personnel, professional networks, scientific know-how, and logistical experience that are critical pieces for planning and running a successful conference, and has demonstrated a willingness to partner with NIMH in the Adherence Conference. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
