Prospective offerors are advised that foreign participation ispermitted at the prime contractor level. Interested parties may obtain copies of Military and FederalSpecifications and Standards, Qualified Product Lists, MilitaryHandbooks, and other standardization documents from the DoD Single StockPoint (DODSSP), in Philadelphia, PA. Most documents are available inAdobe PDF format from the ASSIST database via the Internet athttp://assist.daps.dla.mil/. One or more of the items under this acquisition may be subject to anAgreement on Government Procurement approved and implemented in theUnited States by the Trade Agreements Act of 1979. All offers shall bein the English language and in U.S. dollars. All interested suppliersmay submit an offer. Based upon market research, the Government is not using policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedparties may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice. Option to Extend Services clause, FAR 52.217-8, has been incorporated inthis solicitation. This option will be evaluated in accordance with FAR52.217-5. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed.First article test required.Specifications, plans, or drawings relating to the procurement describedare incomplete or not available and cannot be furnished by theGovernment. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements are cited in each individual solicitation.To include all required reports and data.The Government does not own the data or the rights to the data needed topurchase this part from additional sources. It has been determined tobe uneconomical to buy the data or rights to the data. It isuneconomical to reverse engineer the part.
