Description
The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS00214 as a Request for Proposals (RFP) on behalf of the US Department of Agriculture, Foreign Agricultural Services (FAS). AQD anticipates awarding a single Firm Fixed Price contract to Renovate the Al Sewaira Agricultural Research Station. The contract will be awarded for a base period of 120 days. This is an acquisition for commercial products and services and will be conducted using the guidance in FAR 12, FAR 15 and FAR 36. The applicable NAICS code is 237110, "Water and Sewer Line and related Structure Construction". The small business size standard is $33.5 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. PURPOSE OF the contractSCOPE OF WORK: As part of its capacity building efforts in Iraq, the United States Department of Agriculture (USDA) is working with the Government of Iraq (GOI) to renovate the Iraqi Ministry of Agricultures (IMOA) Al Sewaira Agricultural Research Station, located in Wasit province. This USDA project is being managed by USDAs Foreign Agricultural Service (FAS) and is part of an overall United States Government effort to build capacity in various areas within the Government of Iraq. USDA is working to build the capacity of the GOI in agricultural research and extension, as well as other agriculture-related subject areas. In a general Letter of Agreement between the USDA and the Iraq Ministry of Agriculture signed March 3, 2011, USDA and the IMOA agreed to collaborate on the renovation of the Al Sewaira Agricultural Research Station. The Al Sewaira Research Station is located in Wasit province approximately 60 km (35 miles) southeast of Baghdad and covers approximately 150 hectares (375 acres or 625 donums) of fertile land. It is located approximately 2,150 meters from the Al-Dohan canal, which is its primary source of water for irrigation. Irrigation water is currently supplied from the canal via an open trench from the Al-Dohan Canal. The Al Sewaira Research Station was established to conduct research on water management techniques and other aspects of agricultural production. Its experimental fields are also used for extension purposes. The major problems facing the Station are inadequate water supply, outdated and inefficient irrigation systems, and blockage of drainage pipes. The renovation of the Station will improve the supply of irrigation water to the Station and improve the irrigation and drainage system used on the Station in order to improve the agricultural research and extension capacity of the Station. FAS Office of Agricultural Affairs is located in the U.S. Embassy in Baghdad, Iraq and is part of the FAS global network of agricultural economists, marketing experts, negotiators, and other specialists stationed in more than 90 countries to support U.S. agricultural interests. One of the key objectives of the Agricultural Affairs Office is to develop a regionally competitive and sustainable agricultural and food sector in Iraq.USDA has an Agricultural Counselor stationed at the Embassy who serves as the senior USDA official in Iraq. Also currently stationed there is a USDA Soil and Water Conservation advisor. The USDA Agricultural Counselor and the USDA Soil and Water Conservation Advisor, or their designees, will be the contractors USDA points of contact in Iraq. The contractor will provide the personnel, labor, supervision, equipment, transportation, and materials needed to fulfill the requirements. In summary, the contractor shall conduct the renovation of the Al Sewaira Agricultural Research Station in Iraq by: 1)Confirming to USDA in writing through meetings and site visits, all of the equipment, materials and their specifications needed; 2)Coordinating with IMOA on the timing for installation of pipes and equipment to be delivered; 3)Procuring, delivering and installing approximately 30,000 meters of new drainage pipe; 4)Procuring and delivering approximately 2,150 meters of water conveyance pipe to be installed by the IMOA; 5)Procuring and delivering equipment and confirming good working order upon delivery 6)Demonstrating that the materials and equipment installed are working as designed with pipes and equipment to be installed by the IMOA. Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
