- The United Stated Property and Fiscal Officer for Puerto Rico located at Fort Buchanan intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non personal to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of Fort Buchanan Readiness Center for the Puerto Rico National Guard on Fort Buchanan, Puerto Rico. In addition to a base price for the work describe above the solicitation includes Government Options for this project 1. Metal Storage Building/Maintenance Training Bay; 2. Simulation Center/Physical Training; 3. Emergency Generator and Tank; 4. Vehicle Wash Platform; 5. Helipad; 6. Trees Scrubs and Landscaping; 7. Lockers and Benches; 8. Furniture. Magnitude of the project is between $25,000,000.00 and $100,000,000.00. Construction/contract completion time is anticipated to take approximately 730 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million. This action is being procured on an UNRESTRICTED basis. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on or about 10 February 2012. The tentative date for the pre-proposal conference is on or about 22 February 2012, 10:00AM local time at the Fort Buchanan Officers Club Ball Room, Puerto Rico, 00934. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 16 February 2012 via email to donna.phillips1@us.army.mil and copy to carlos.rivera38@us.army.mil. The solicitation closing date is scheduled for on or about 27 March 2012. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance, Small Business Participation and Price. The Government intends to award without discussions. Interested offerors must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov or by contracting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certification on-in at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representation and Certification Application (ORCA) website. The solicitation and associated information and the plans and specifications will be available. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool design to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. (Please note the registration for access to the secure site takes approximately 5 business days. This solicitation is not a competitive bid and there will not be a formal public bid opening.
