Description
The Department of Veterans Affairs is seeking a construction contractor to furnish and install all labor, tools, materials, equipment, supplies and design-build services necessary for design and construction of a project to repave roads and parking lots at the Department of Veterans Affairs Medical Center, 50 Irving St., NW, Washington, DC 20422 in accordance with the drawings and specifications. Work includes, but is not limited to, demolition, pavement markings, concrete, asphalt, testing and laboratory testing services, engineering, architectural, etc. Project Number is 688-12-008. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Estimated construction cost range is $500,000 and $1,000,000. The firm must be a General Construction firm approved under NAICS: 237310, size standard: three “year average annual gross receipt of $33.5 million. Bid, payment and performance bonds are required. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov and must be registered at http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be one pre-bid site visit which will be determined at a later date. All interested parties are encouraged to attend. All questions generated from the site visit shall be submitted in writing to the Contracting Officer. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitation will be issued on or about April 26, 2011. Bids will be delivered to the VA Medical Center in Martinsburg, WV 25405. This is a SERVICE-DISABLED VETERAN OWNED BUSINESS SET-ASIDE. The procurement is subject to availability of funds.
