- The U.S. Army Contracting Command-Aberdeen Proving Ground Natick Contracting Division has a requirement for the following item; Sigma 4 Star Fabric 7.0 oz in Midnight Navy Blue, Sage Green and Yellow. U.S. Army ACC-APG NCD intends to negotiate on a sole source basis with Safety Components Fabric Technologies, Inc. under the authority of FAR 13.106-1(b)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The fabric listed above will be used in the fabrication of wildland firefighting garments for use in a wear trial in the 2012 fire season. The garments will be certified to NFPA 1977 (Wildland Firefighter PPE) and NFPA 1975 (Station Wear PPE). A request for information (RFI W911QY-NPC-WLFF-001 ) was posted on FedBizOpps in March 2012 to identify potential sources for the required fire resistant fabrics. All data and samples received in response to the RFI were independently tested against the required level (RPP >10 and THL >500) which will standardize protection levels in the garment system and minimize heat stress levels. The Sigma 4 Star Fabric was one of the samples received that met the requirements and is a propriety material available only from Safety Components Fabric Technologies, Inc. The North American Industry Classification System (NAICS) code is 313312. The Standard Industrial Classification (SIC) Code is 2231 and the Small Business Size Standard is 500. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) Firm Fixed Price contract.
