Description
Equipment Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1101275. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56, April 2, 2012. The associated North American Industry Classification System (NAICS) Code is 423450. Small Business Size Standard is 100 employees. This is a 100% small business set-aside. The Center for Veterinary Medicine (CVM), Office of Research, Molecular Biology currently have one real-time PCR instrument and in need of acquiring two more real-time PCR instruments due to the departments high priority Critical Path Initiative (CPI) on biomarker development and qualification. The following items are offered by Eppendorf North America, Inc as demo models and capable of meeting the FDA's, Center for Veterinary Medicine (CVM) needs. Offer shall provide the following Brand Name or Equal item: (NOTE) SEE ATTACHMENT FOR: CLIN; PART NO; DESCRIPTION; QTY Salient Characteristics for CLIN 001: (1) Licensed for PCR (2) Licensed for Real-Time PCR (3) 96-Sample Capability in a MTP format (4) Open system for reagents and consumables - use the real-time PCR plates, tubes, sealing methods and reagent chemistries of choice (5) Modular system with upgrade options available (6) Choose one of two 96-well thermal block options - aluminum block or silver block (7) Choice of optical lid - can be used for two-color detection (emission 520 nm/550 nm) or for four-color detection (emission 520 nm/ 550 nm/ 580 nm/ 605 nm) (8) Fast - Maximum heating and cooling rates: 4oC/sec heating, 3oC/sec cooling for aluminum block systems. Faster ramping available with Silver block models. (9) Dynamic Range of up to 9 levels of magnitude from starting copy number. (10) Advanced new generation Channel Photomultiplier (CPM-type PMT) detection for high sensitivity. (11) LED intensity decreases 0.1% over 10 years of realplex use; highly consistent pulse signal over time and experiment-to-experiment (12) High Sensitivity has single copy or ≤50 fM fluorescein detection in optimized assays. (13) Compatible with all primary real-time PCR detection chemistries - can be used with Molecular Beacons and TaqMan® probes, Scorpion® primers, hybridization probes and intercalating and DNA-binding dyes, and more. (14) Mastercycler ep realplex software provides advance features: highly intuitive, training in half a day or less • Plate layout mode uses a simple, Windows-like approach to the assignment of sample ID, and enables subsequent generation of sample-specific analysis data as well as relative quantification between samples. • The Monitoring mode makes it possible to observe the generated raw data in real-time for immediate evaluation of amplification results and interruption of the PCR as soon as desired results are obtained. • Analysis mode offers automatic calculation of results or allows import or export from/into Microsoft® Excel for compliance with any established analysis or documentation procedures. • Contains a melting curve analysis module. • Analysis modules also include endpoint and +/- assays, allele discrimination and gene identification, absolute quantification and relative quantification, available with purchase of the realplex system. (15) Database format with password protection creates automatic archive of all experimental data, as well as and error logs for GLP compliance. (16) TSP Heater Lid reduces nonspecific PCR products by controlling the heating time, temperature, and pressure of the heated lid element. (17) Gradient function enables an optional temperature gradient of up to 20oC (24oC with S silver block systems) to be generated across 12 different rows. Allows rapid and reliable testing of different temperatures in one experiment. Gradient can be used for any temperature step in the PCR program. (18) Steady Slope Gradient Technology is patented by Eppendorf and ensures easy transfer of optimized programs from gradient mode to standard mode. Keeps ramp rates constant, unlike dynamic ramping methods adopted by other supplies. • Temperature control accuracy +/- 0.2oC is highest reported in the thermal cycler market • Thermal block uniformity is the highest reported in the thermal cycler market • 0.3oC (20-72oC) • 0.4oC (95oC) (19) Delivery/Installation: FDA 8401 Muirkirk Rd, Mod 2, Laurel MD 20708 The instruments shall come with an additional one year extended warranty agreement past the expiration of the manufacturer's standard warranty for a total of two years at no additional charge. The Contractor is responsible for all freight charges. The Contractor is responsible for installation and training by qualified technician. The following FAR clause applies to this solicitation and is incorporated by full text: 52.211-6 BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. CCR Requirement - Offeror's must be registered in the Central Contractor Registration (CCR) before an award can be made. If offeror's are not registered in CCR, they may do so by accessing the CCR web site at: http:www.ccr.gov.
