- This is a Combined Synopsis/Solicitation (RFQ) issued by the Bureau of Land Management (BLM), Central Montana District Office. The BLM intends to award a single firm fixed price contract for a Class III Cultural Resource Inventory of 1,800 acres of public lands in the Upper Missouri River Breaks National Monument that have not received inventory in the past. Work is primarily located in Phillips County, Montana. A BLM Cultural Resource Permit for Survey is required to perform the work. There is a single line item to quote: N.Hay Coulee Class III Cultural Resource Inventory. The following documents are attached to this RFQ: SF-1449, L12PS00442 (Clauses and Provisions), SOW&Map (Statement of Work and Location Map), and Service Wage Determination. In addition, attached are the Schedule of Items, Past Performance Questionnaire, and Offeror Representations and Certifications (Reps and Certs) which are to be returned with the quote package. Please see 52.212-2 for additional quote requirements. Estimated price range is between $25,000 and $100,000. Work is to be completed within 180 days from the date of Award. All of the information pertaining to this project can be found at www.fedconnect.net. A Site Tour is not scheduled. However, all quoters are encouraged to familiarize themselves with the project location and site conditions before quoting. No hard copies of the solicitation will be issued. Offers will be accepted from all responsive and responsible small business concerns. The NAICS code that best describes this project is 541620 with a size standard of $7 million. Prospective contractors are required to be registered in Central Contractor Registration (CCR) in order to qualify for award. Registration in Online Representations and Certifications Application (ORCA) is not mandatory but encouraged. Both self-registration sites can be found at www.bpn.gov.
