- SOURCES SOUGHTNASA/NSSC1.0 Description 1.1 NASA/NSSC is seeking to identify potential sources that are interested in respondingto a future solicitation for training services for the Gettysburg Leadership Experiencein Gettysburg, Pennsylvania. This Sources Sought will also be used to determine if thisacquisition will be set-aside for small businesses. 1.2 THIS IS A SOURCES SOUGHT ONLY. This Sources Sought is issued solely for information and planning purposes it does notconstitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Thisrequest for information does not commit the Government to contract for any supply orservice whatsoever. Further, NASA/NSSC is not at this time seeking proposals and will notaccept unsolicited proposals. Respondees are advised that the U.S. Government will notpay for any information or administrative costs incurred in response to this SourcesSought; all costs associated with responding to this Sources Sought will be solely at theinterested partys expense. Not responding to this Sources Sought does not precludeparticipation in any future RFP, if any is issued. 2.0 Background 2.1 The objective of the training is to provide leadership, organizational andcommunication training and study the leadership history of Gettysburg.Training shallinclude a historical tour of the battlefield, provide factual information and encourageand promote discussion of leadership issues with a focus on how those issues affected thebattle and how they affect organizations today. 3.0 Requested Information3.1 Provide a summary of experience and capabilities that relate to providing theGettysburg Leadership Experience in Gettysburg, Pennsylvania.4.0 Responses 4.1 Interested parties are requested to respond to this Sources Sought with anInformation Statement. 4.2 Information Statements in Microsoft Word or PDF compatible format are due no laterthan April 16, 2012, 3:30 CST.Responses shall be limited to 5 pages and submitted viae-mail only to Candice.C.Talley@nasa.gov. Please be advised that all submissions becomeGovernment property and will not be returned. 4.3 Section 1 of the Information Statement shall provide administrative information andshall include the following as a minimum: 4.3.1 Name, mailing address, phone number, fax number, and e-mail of designated point ofcontact. 4.3.2 Business type (large business, small business, small disadvantaged business,8(a)-certified small disadvantaged business, HUBZone small business, woman-owned smallbusiness, very small business, veteran-owned small business, service-disabledveteran-owned small business) based upon North American Industry Classification System(NAICS) code 611430, Professional and Management Development Training.Small businessconcern means a concern, including its affiliates, which is independently owned andoperated, not dominant in the field of operation in which it is bidding on Governmentcontracts, and qualified as a small business under the criteria and size standards in 13CFR Part 121. A small business concern for the purposes of this procurement is generallydefined as a business, including its affiliates,employing no more than 500 employees. Please refer to Federal Acquisition Regulation(FAR) 19 for additional detailed information on Small Business Size Standards. The FAR isavailable athttps://www.acquisition.gov/Far/. 5.0 NASA/NSSC representatives may or may not choose to meet with potential offerors. Suchdiscussions would only be intended to get further clarification of potential capabilityto meet the requirements. 6.0 Questions regarding this announcement shall be submitted in writing by e-mail toCandice.C.Talley@nasa.gov. 7.0 THIS IS A REQUEST FOR SOURCES SOUGHT ONLY to identify sources that can provideGettysburg Leadership Experience training in Gettysburg, Pennsylvania. The informationprovided in the RFI is subject to change and is not binding on the Government. NASA/NSSChas not made a commitment to procure any of the items discussed, and release of thisSOURCES SOUGHT should not be construed as such a commitment or as authorization to incurcost for which reimbursement would be required or sought.
