Description: The U.S. Army - Europe is conducting a Market Survey to identify Contractors capable of provide the First Sergeant Barracks Program (FSBP): Professional Facilities Management, Administrative, and Technical Support Services for IMCOM-E Garrison Housing Offices. The service requirement NAICS code 561990, is for Unaccompanied Personnel Housing (UPH) management includes room assignments; check in and out room inspections and terminations; facilities sustainment involving tracking and calling -in rooms and common area repairs to location Department of Public Works (DPW); and barracks furnishings management. FSBP services shall be performed at each individual garrison within the IMCOM-E area of operations located in Germany and Italy as follows: Area 1- Ansbach, Ansbach Housing, Bamberg Schweinfurt; Area 2- Heidelberg, Mannheim, Kaiserslautern, Donnersberg, Stuttgart; Area 3- Baumholder and Wiesbaden; Area 4- Grafenwoehr, Hohenfels, Vilseck Garmisch; Area 5- Italy Livorno and Vicenza. The contractor shall provide all necessary management, personnel, supervision, and vehicles to perform these services. The contractor shall utilize only qualified personnel - Contractor employees must have applicable administrative/management qualifications required by Germany and Italy/EU authorities and comply with all Host Nation/EU and U.S. Government rules, laws and regulations. All contractors' primary and alternate personnel must be able to read, write, speak and understand English, so as to be able to satisfy all FSBP requirements. They must be able to communicate effectively and compose correspondence and other written communication about work for which they are responsible. The anticipated contract Period of Performance is 23 September 2012 through 24 September 2013 (Base Year), and 23 September 2013 through 24 September 2014(1st Option Year), and 23 September 2014 through 24 September 2015 (2nd Option year). This is not a request for proposal (RFP), invitation for bid (IFB), request for quotation (RFQ), nor an announcement of a solicitation. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure these items, nor does the Army intend to award on the basis of this sources sought/market survey or otherwise pay for the information requested.
