Description

Construction Project No. 656-12-214, entitled 'Replace Parking Lost to Construction'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 237310, along with size standard $33.5 million applies. The procurement is entitled 'Replace Parking Lost to Construction' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at the St. Cloud Veterans Affairs Health Care System in St. Cloud Minnesota. Project will consist of all work, labor, testing services, materials, tools and equipment required to create a new asphalt parking lot on the north east side of the VA campus with approximately eighty-five (85) parking spaces, pavement marking, associated sidewalks and curb/gutter. Work includes construction of stormwater infrastructure; including conveyances, drainage area, catch basins, stormwater, and infiltration basin. Work includes street lighting and associated electrical/illuminating infrastructure. Contractor shall construct, maintain, and inspect SWPP; construct temporary and permanent erosion control measures; including necessary permitting. Revegitation and establishment of turf shall be included with the work. Work is adjacent to the Sauk River, which has been identified as an impaired waterway. Work shall include traffic control and be phased to maintain VA traffic circulation. Construction area shall be fenced and secured. Work is to be completed in accordance with the contract drawings and specifications. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 337 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $250,000 and $500,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about April 19, 2012. A pre-bid meeting/walkthrough is scheduled for April 30, 2012 at 10AM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on May 22, 2012. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
